The intermediate unit may appoint such program specialists and other staff members as may be necessary for the supervision and operation of instructional materials service. Such program specialists shall meet qualifications established by the State Board of Education and the standards of the Secretary, which may be obtained as provided in §49.194 (relating to employment permits for program specialists).
