If an intermediate unit provides an instructional materials service it will be established, approved and operated as provided in sections 906-A and 914-A(5) of the Public School Code of 1949 (24 P. S. §§ 9-906-A and 9-914-A(5)), regulations of the State Board of Education, and the standards of the Secretary. The latter requirements may be obtained from the Secretary of Education, Post Office Box 911, Harrisburg, Pennsylvania 17126.
