Section 11.5 - Appearance before the Department(a) An individual complainant or petitioner may appear on his own behalf. An authorized officer or employe of a local government unit may represent the local government unit before the Department.(b) Representation of parties by an attorney is permitted as provided by 1 Pa. Code § 31.22 (relating to appearance by attorney).(c) Subsection (a) supersedes 1 Pa. Code § 31.21 (relating to appearance in person).
