Section 19.103 - Section between existing sectionsSection 2. The act is amended by adding a section to read:Section 13.1. Referendum.-The question whether the debt shall be increased shall be submitted to the electors at the next Statewide primary or municipal election to be held in this Commonwealth after the question has been published by the Secretary of the Commonwealth in at least two newspapers in every county.
