Section 17.1 - Constitutional requirements(a)Scope of amendment. The Constitution (art. III, sec. 1) provides that no bill shall be so altered or amended, on its passage through either house, as to change its original purpose.(b)Printing amendments. The Constitution (art. III, sec. 4) provides that all amendments to bills shall be printed for the use of the members before the final vote is taken on the bill.
