(a)General. The phrases "he or she" and "his or hers" should be avoided in a statute when referring to a person affected by a statute. The word "he" or "his" is preferred.(b)Statutory construction. The act (1 Pa.C.S. § 1902) provides that the masculine gender shall include the feminine and neuter.
