(a)Use. Some statutes have preambles which is a preliminary statement of the reasons for the enactment of the statute. The use of preambles is not recommended.(b)Location and form. The preamble follows the title and precedes the table of contents, if any, and the enacting clause. Preambles are usually divided into paragraphs each of which begins with the word "WHEREAS."(c)Use in statutory construction. The act (1 Pa.C.S. § 1924) provides that the preamble of a statute may be considered in the construction thereof.
