Section 9.143 - Signing and filing(a)Signing.-The presiding officer of each house, in the presence of the house over which he presides, signs all joint resolutions passed by the General Assembly, after their titles have been publicly read immediately before signing and the fact of signing is entered on the journal.(b)Filing.-When a joint resolution is passed by both houses, it is not transmitted to the Governor for approval or disapproval but is filed in the Office of the Secretary of the Commonwealth.
