The following words and terms when used in this subpart, have the following meanings, unless the context clearly indicates otherwise:
Bureau-The Legislative Reference Bureau.
Commonwealth agency-The Governor or any department, departmental board or commission, independent board or commission, legislative service agency or other officer or agency of the Commonwealth.
Constitution-The Constitution of Pennsylvania.
House-The House of Representatives of the Commonwealth of Pennsylvania or, when the context clearly indicates otherwise, either house of the General Assembly.
Senate-The Senate of the Commonwealth of Pennsylvania.
