Section 856-015-0010 - Original Licensing Requirements - All Pilotage Grounds

In addition to the qualifications required for licensing of pilots under ORS 776, the applicant shall:

(1) Present an application in writing to the administrator of the board on the form provided by the board for the pilotage ground for which the applicant intends to become licensed. The application shall be filed not less than 30 days prior to appearance at the board for a written training assessment and may be supplemented at any time until the written training assessment is taken. The board's administrator shall schedule the written training assessment. Applicants taking the written training assessment shall be observed by the board's administrator to ensure the integrity and security of the assessment. The written training assessment for each pilotage ground shall be prepared by the board-licensed training organization for that pilotage ground and the board member from that pilotage ground. The written training assessment will measure the applicant's skill and knowledge of those factors identified in ORS 776.035(2) and 776.325(1)(b). The written training assessment will be evaluated by the board member from the pilotage ground for which the applicant is seeking a license, and, at that board member's discretion, the board-licensed training organization from that pilotage ground. The written training assessment evaluator(s) may recommend additional training after reviewing an applicant's written training assessment responses. If so, the application will be held until the applicant's training is complete.
(2) Accompany the application with a photocopy of the "Summary to be Completed by Medical Practitioner" page of the U.S. Coast Guard physical examination report and signed by an Oregon or Washington licensed physician verifying that the applicant meets the physical, medical and mental criteria required to qualify for a federal pilot's license.
(a) If the examining physician determines that the applicant is not competent to perform the duties of a pilot, the applicant is not medically eligible to receive a license from the Board.
(b) If the examining physician determines that the applicant is competent to perform the duties of a pilot, the applicant is medically eligible to receive a license from the Board.
(c) If the U.S. Coast Guard undertakes further medical review of an applicant's physical, medical or mental competency, the license application is considered incomplete during the pendency of the review.
(A) If, at the conclusion of such review process, the U.S. Coast Guard declines to approve the applicant for continued federal licensure as a pilot, the applicant is not medically eligible to receive a license from the Board.
(B) If, at the conslusion of such review process, the U.S. Coast Guard issues a waiver to the applicant, the applicant is medically eligible to recieve a license from the Board, and any license issued by the Board shall be subject to the terms of the waiver issued by the U.S. Coast Guard.
(3) Provide a copy of the current "Medical Certificate" issued by the U.S. Coast Guard.
(4) Hold a valid license as Master endorsed for Radar Observer issued by the U.S. Coast Guard;
(5) Hold an unlimited federal pilot's endorsement for the ground for which a state license is sought.
