Section 623:10-1-5 - Minimum award
(a) $25,000 Minimum. Maximum award: $2,000,000. Awards may be granted on a multi-year commitment. Grant amounts will be determined by the Oklahoma Route 66 Commission.
(b) Applicants that have a matching component will be given additional consideration. That match can be cash or cash equivalent (volunteer hours, donations of goods and/or services, etc.).
(c) Awards will be allocated as follows: A grant agreement must be entered into, and the awarded entity must be a registered supplier with OMES. Awarded entities may draw funding in advance of anticipated cost but then must submit a proper invoice, equaling or exceeding the amount of cash previously drawn and evidence of eligible expenditures no later than thirty (30) days thereafter. A final report with documented expenses will be provided by the applicant no later than 60 days after completion of the project. If funds are spent inappropriately, the applicant may be required to repay funds in question.
(d) In case of unforeseen delays, the chairperson of the Commission may grant an extension of the anticipated completion date of the project.
(e) Applicants may be asked to make a presentation about their grant request, either virtually or in person, to the Oklahoma Route 66 Commission.
(f) Awards may be granted in phases, and applicants may apply for grants in multiple cycles to complete different phases. Projects may be capital and/or promotional in nature. For example, historic restoration, educational research, storytelling, placemaking, app development, website development, public relations campaign, infrastructure enhancement, facility enhancement, new construction, etc.
(g) The applicant, if awarded, may use no more than five (5) percent for the administrative cost of the project, for example, bookkeeping, associated staff of the applicant, or town/county for time spent on the project, etc.
(h) The Oklahoma Department of Commerce will withhold two (2) percent of the total allocation for each fiscal year for administrative costs. These administrative costs are subject to review by the Commission.
