Residents of the State of Oklahoma ages 3 through 21 who are deaf or hard of hearing, and cannot acquire an appropriate education in the common schools shall be entitled to an education in the Oklahoma School for the Deaf free of charge. An individual with a hearing loss that impairs the processing of linguistic information through hearing, with or without amplification, that adversely affects that individual's educational performance is considered deaf or hard of hearing for the purposes of this section.
