The Board may take whatever action is consistent with the rules in this Title to carry out the duties of the Board and accomplish the objectives of any program or activity within its authority. The Board may use formal procedures or informal procedures, such as telephone calls, letters, meetings, mediation, investigations or other appropriate methods to resolve concerns.
