Section 35:20-13-14 - Drought emergency determination(a) When using the Keetch-Byram Drought Index (KBDI)(May through October), a value above 600 is indicative a severe drought is in progress.(b) When using the Palmer Drought Severity Index (PDSI) (November through April), a value below -2.99 indicates a severe drought is in progress.(c) Both the KBDI and the PDSI shall be coupled with fire occurrence data and current weather conditions to accurately describe an emergency situation based on continuous monitoring of each of these factors by the Oklahoma Department of Agriculture, Food, and Forestry.Okla.
