Okla. Admin. Code § 325:25-1-30.1
Riders must be named at the time of entry, or in no case later than scratch time (if applicable). Before naming a rider, the trainer, or owner, or person authorized to name a rider, must first engage the services of that rider for a particular race.

1 This emergency action expired without being superseded by a permanent action. Upon expiration of an emergency action enacting a new Section, the Section is no longer effective. Therefore, on 7-15-02 (after the 7-14-02 expiration of the emergency action), Section 325:25-1-30.1 was no longer effective.
