Okla. Admin. Code § 325:20-1-12
The Stewards shall maintain a Stewards' List of those horses which, in their opinion or pursuant to any rule, are ineligible to be entered in any race because of poor or inconsistent performance including, but not limited to, bolting, badly beaten, erratic behavior, questions concerning ownership by a suspended or non-licensed person, suspended trainer awaiting proper transfer of horse, eligibility, ownership dispute, claim protest, identification of the horse, or for any other reason that might affect the integrity or welfare of racing. A horse included on the Stewards' List shall not be eligible to enter or compete in a race until it has fulfilled the requirements specified by the Stewards and it is removed from the list.
