The Department shall issue a barber license to any applicant who holds a current valid license from any other state or entity, which has been determined by the Department to have licensure requirements that are substantively equal to the requirements of this state. No license shall be issued unless the holder of an Oklahoma barber license would be issued a license by such other State or entity.
