The rules of this Chapter implement the State Board of Equalization's statutory and constitutional authority and responsibility for equalization of county property assessments, valuation of railroad and public service corporation property, and certification of State revenue. The rules of this Chapter also establish procedures for protests, complaints, and hearings on the Board's valuation decisions.
