Notice of an application to make or prescribe or to alter, amend, or modify a permanentrule or regulation relating to oil and gas conservation or to pollution matters shall be published one time at least fifteen (15) days prior to the hearing or prior to the commencement of the comment period, whichever is applicable, in a newspaper of general circulation published in Oklahoma County, Oklahoma, and in a newspaper of general circulation published in Tulsa, Oklahoma.
