The following words or terms, when used in this chapter, shall have the following meaning unless the context clearly indicates otherwise:
"Act" means the Energy Conservation In Existing Buildings Act of 1976, as amended, 42 U.S.C. Sections 6861 et seq and 42 U.S.C. Sections 7101 et seq.
"Board of Directors" means the governing or administering body of a community action agency in accordance with 74 O.S. 1991, Section 5037.
"Community Action Agency or CAA" means a nonprofit agency, designated by the Department, pursuant to 74 O.S. 1991, Section 5037.
"Contractor" means Community Action Agencies or other eligible organizations who are recipients of Weatherization Assistance Program funds.
"Department" means the Oklahoma Department of Commerce.
"DOE" means the U.S. Department of Energy.
"Division of Community Affairs and Development or DCAD" means the Division of the Oklahoma Department of Commerce that administers the Weatherization Assistance Program.
"Eligible Entity" means a community action agency as defined by 74 O.S. Sections 5036, 5037, and 5038.
"Eligible Organization" means a viable organization recognized by the Department.
"EAC" means the Energy Advisory Council, a state policy advisory council.
"Management Plan" means the plan of service activities designed by a community action agency or eligible entity to address the weatherization needs in each county of their respective service area.
"Poverty" means the official poverty line defined by the U.S. Office of Management and Budget for the target audience of this program.
"Request for Qualifications or RFQ" means the documents provided by the Department to eligible entities or eligible organizations to determine eligibility for funding under this program.
"Weatherization Assistance for Low-Income Persons State Plan or State Plan" means the annual application required by the ACT and which must be approved by DOE.
