Section 150:55-7-1 - Eligibility

In order to meet the minimum eligibility qualifications for participation in the Urban Main Street program, a municipality must:

(1) Have a population of more than fifty thousand (50,000) persons according to the latest federal decennial census;
(A) if the municipality has a population of more than fifty thousand (50,000) persons but less than two hundred thousand (200,000) persons, the eligible area is the central business district;
(B) if the municipality has a population of two hundred thousand (200,000) persons or more, the eligible area may only be a neighborhood business district;
(2) Have had two (2) representatives attend the annual application workshop conducted by the Oklahoma Department of Commerce;
(3) Have filed a non-binding letter of intent to apply;
(4) Submit a properly completed application;
(5) Commit to hire a minimum of two (2) staff, one professional and one support personnel, each to work forty (40) hours per week to direct the project;
(6) Commit to assign a representative from the city staff or council to serve as liaison between the city and the program staff;
(7) Commit to have a private, non-profit partner to develop policy and implement the program;
(8) Have a resolution of support for the program from the private, non-profit partner;
(9) Have verification of first-year funding with evidence of a three-year funding commitment. Documentation verifying first-year funding shall be in the following form:
(A) for public sector funding, a copy of the city resolution authorizing Main Street funding;
(B) for private sector funding, a notarized certification indicating the dollar amount of committed funds or the dollar value of committed in-kind services. Funding sources must be prepared to supply financial statements upon request.
