EXECUTIVE ORDER 2022-27
I, J. Kevin Stitt, Governor of the State of Oklahoma, hereby direct the appropriate steps be taken to fly all American and Oklahoma flags on State property at half-staff from 8:00 a.m. until 5:00 p.m., on Saturday, October 29, 2022, to honor the life and legacy of former state lawmaker and Oklahoma State University President James Edmund Halligan.
President Halligan will be remembered for his friendly demeanor, humble spirit, and fierce advocacy for education. While serving as the President of Oklahoma State University, he helped lay the foundation for years of growth by emphasizing academic scholarship and increased enrollment by expanding student services. He oversaw the renovation of Gallagher-Iba Arena, the construction of new campus research centers, and was instrumental in the launch of OSU-Tulsa. His leadership, compassion, and strength guided the University forward after the tragic loss of ten basketball team members in 2001. Following his tenure at OSU, Halligan, a man of principled character, proudly served the constituents of Senate District 21 for two terms in the Oklahoma State Senate.
President Halligan is survived by his loving wife of 65 years, Ann, and their three sons, Michael Halligan and wife Glenna of Houston, Texas, Patrick Halligan and wife Tracey of Little Rock, Arkansas, Christopher Halligan and wife Sarah of Charlotte, North Carolina; and they are blessed to have eight grandchildren; and four great-grandchildren.
This executive order shall be forwarded to the Division of Capital Assets Management, who shall cause the provisions of this order to be implemented by all appropriate agencies of state government.
