Okla. Admin. Code § 1:1995-6
I, Frank Keating, Governor of the State of Oklahoma, pursuant to the provisions of Title 7, Code of Regulations, Section 272.2, Title 45, Code of Federal Regulations, Sections 96.10(b), 201.3, 204.1, 301.13, 400.7, 1321.21, 1356.20, and 1386.31 do hereby designate the Director of the State Department of Human Services to act for me as my designee.
As such, as my designee, the Director shall be responsible for reviewing and signing the State and Federal Agreement concerning the administration of the Food Stamp Program and in reviewing, commenting on, approving, and signing assurances, state plans and state plan amendments submitted to the various federal agencies by the Oklahoma Commission for Human Services of the State Department of Human Services and do all things that I might do pursuant to such regulations.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Oklahoma to be affixed at Oklahoma City, Oklahoma this 30th day of March, 1995.
