General unbundling requirements
(A) Each incumbent local exchange carrier (ILEC) shall have the duty to provide, to any requesting telephone company for the provision of telecommunications service, nondiscriminatory access to network elements, pursuant to 47 U.S.C. 251(c), and 251(d)(2), on an unbundled basis at any technically feasible point consistent with 47 C.F.R. 51.307-321 under rates, terms, and conditions pursuant to 47 U.S.C. 251(c)(3) and 252. (B) Unbundled network element rates, terms, and conditions may be established through negotiation between telephone companies upon receipt of a request for interconnection pursuant to rule 4901:1-7-06 of the Administrative Code, or through arbitration pursuant to rule 4901:1-7-09 of the Administrative Code.
