Section 4783-11-01.1 - Consideration of military experience, education, training and term of service(A) Eligibility for certification. In accordance with Chapter 5903. of the Revised Code, the board has determined that there are no military programs of training, military specialties, and lengths of service that are substantially equivalent to or which exceed the national certification, education and supervised training requirements for certification as an certified Ohio behavior analyst.
(B) Definitions related to military service and veteran status.(1) "Armed forces" means the armed forces of the United States or a reserve component of the armed forces of the United States, including the army, navy, air force, marine corps, cost guard, or any reserve components of those forces; the national guard of any state; the commissioned corps of the United States public health service; the merchant marine service during wartime; such other service as may be designated by congress; or the Ohio organized militia when engaged in full-time national guard duty for a period of more than thirty days.(2) "Member" means any person who is serving in the armed forces.(3) "Veteran" means any person who has completed service in the armed forces and who has been discharged honorably or under honorable conditions or who has been transferred to the reserve with evidence of satisfactory service.(C) Initial application for certification as an certified Ohio behavior analyst.(1) Each applicant for initial certification shall report on the board's application form, in a manner prescribed by the board, one's status as a member or veteran, or as the spouse or surviving spouse of a member or veteran.(2) The board shall in its electronic database record, track, and monitor applications received from a member, veteran, or the spouse or surviving spouse of a member or veteran for the purpose of prioritizing and expediting licensure for each applicant who is a member, veteran, or the spouse or surviving spouse of a member or veteran.(3) The board licensing staff shall conspicuously mark the electronic and paper application file of each member, veteran, or the spouse or surviving spouse of a member or veteran for the purpose of prioritizing the review and approval of those files for admission to examination processes prior to other files.(4) An applicant who is a member, veteran, or the spouse or surviving spouse of a member or veteran, who verifies in a manner prescribed by the board that active duty deployment is scheduled within sixty days, shall be granted priority of service by the board relative to the application review process and being admitted to required examinations in an expedited manner so long as the applicant has evidenced compliance with the other requirements for the certification application to be deemed complete.(D) Certificate renewal and continuing education. (1) In accordance with paragraph (A) of rule 4783-1-03 of the Administrative Code, the board waives the biennial license registration fee and continuing education requirements of a certified Ohio behavior analyst during such time as said certificate holder has been an active duty member of the armed forces during the biennium.(2) In accordance with section 5903.10 of the Revised Code, and absent grounds for denial set forth in section 4783.09 of the Revised Code, a certificate holder whose certificate has expired due to an inability to register the certificate while on active duty in the armed forces shall be eligible to reinstate the certificate without fee or penalty fee established in rule 4783-1-02 of the Administrative Code.(E) An active duty member or veteran who does not directly meet the requirements of section 4783.04 of the Revised Code may submit documentation, evidence, statement or endorsement that may be available or produced for the board's consideration.(F) In the course of processing and considering an application for certification pursuant to section 4783.04 of the Revised Code, the board shall consider military education, training, and experience elements that may assist an applicant in qualifying for certification to the extent that the board is authorized to do so by statute, rule, or executive directive.Ohio Admin.
