Section 4713-7-08 - Applications to practice branches of cosmetology or barbering from active duty military members, spouses of active duty military members, or veteransThe Ohio state cosmetology and barber board has evaluated military training and education in branches of the United States armed services and finds the armed forces provide no education or training in any branch of cosmetology or barbering that is equivalent to Ohio's standards. Active duty military members, spouses of active duty military members, or veterans are eligible for temporary licensure pursuant to section 4743.041 of the Revised Code in any branch of cosmetology or barbering if they meet the following requirements:
(A) Active duty military members or spouses of active duty military members are exempt from having to take an examination to practice any branch of cosmetology or barbering in the state of Ohio while in active duty status and for the six-months following discharge from active duty upon filing the following: (1) A board-approved application;(2) Proof that the applicant holds an active license, or equivalent, to practice any branch of cosmetology or barbering in any other state, territory of the United States, or the District of Columbia; and(3) In the case of an active duty military member a copy of the member's current military orders or copy of current military I.D. card, or(4) In the case of an application from a spouse of an active duty military member, provide the following: (a) Proof the applicant is married to an active duty military member by providing a notarized copy of a marriage certificate;(b) Proof the spouse (not the applicant) is assigned to a duty station in this state by providing a copy of the official active duty military orders; or(c) Proof the spouse (not the applicant) has been assigned to active duty in a foreign country and the applicant is residing in the state of Ohio during the spouse's deployment.(5) In the case of a veteran who was honorably discharged and is relocating to the state of Ohio within six months of discharge, a copy of the veteran's discharge paperwork relecting their status and discharge date.(6) In the case of a spouse of a veteran who was honorably discharged and is relocating to the state of Ohio within six months of discharge, provide the following: (a) Proof the applicant is married to a veteran who was honorably discharged and is relocating to the state of Ohio within six months of discharge by providing a notarized copy of a marriage certificate;(b) A copy of the veteran's discharge paperwork relecting their status and discharge date.(B) A temporary license issued pursuant to section 4743.041 of the Revised Code shall be valid for six years from the date of original issuance.(C) A temporary license issued pursuant to section 4743.041 of the Revised Code is nonrenewable.(D) There is no fee associated with a temporary license issued pursuant to section 4743.041 of the Revised Code.(E) Veterans coming from out of state are eligible for a license to practice any branch of cosmetology or barbering in the state of Ohio in accordance with the provisions of rules 4713-7-09 and 4713-7-16 of the Administrative Code.(F) Active duty military members, spouses of active duty military, veterans, and the spouse of a veteran, are eligible to take the appropriate advanced practice license examination for each branch of cosmetology pursuant to section 4713.30 of the Revised Code.(G) The board shall prioritize and expedite an application under this rule received from an active duty military member, the spouse of an active duty military member, a veteran, spouse of a veteran, or the surviving spouse of a veteran. The board shall record, track, and monitor such applications through the eLicense Ohio system.Ohio Admin. Code 4713-7-08
