Section 3770:1-9-772 - Game rule number seven hundred seventy-two(A) Title and term. Ohio lottery commission game rule number seven hundred seventy-two, "Maximum Millions" shall be conducted at such times and for such periods as the commission may determine. For the purposes of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number seven hundred seventy-two. (B) General design. (1) Game rule number seven hundred seventy-two is a key number match game with a "multiplier" feature and is generally known as an "instant lottery." (2) The holder of a valid ticket will remove the covering over the entire play area to reveal six "Winning Numbers," twenty "Your Number(s)" and twenty corresponding prize values. If any one or more of "Your Number(s)" matches one or more of the "Winning Numbers," the player wins the corresponding prize value(s) shown below the matching "Your Number(s)." If the player reveals a "Moneybag" symbol in any of the "Your Numbers" play spots, the player wins the corresponding prize value automatically. If the player reveals a "$$" symbol in any of the "Your Numbers" play spots, the player wins double the corresponding prize automatically. If the player reveals a "10X" symbol in any of the "Your Numbers", the player wins ten times the corresponding prize value shown automatically. If the player reveals a "MAX" symbol in any of the "Your Numbers" play spots, the player wins twenty times the corresponding prize value shown automatically. If the player matches any of "Your Numbers" to one of the "Winning Numbers" and the corresponding prize value revealed is a "TPD" symbol, the player wins five thousand five hundred dollars automatically, and upon the filing of a valid claim at an Ohio lottery commission office, shall automatically be entered into the Top Prize Drawing ("TPD") for a chance to win an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award." The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. There are twenty chances to win on each ticket, and a player may win up to twenty times on one ticket. (3) The only "prize values" which shall appear on a ticket in game rule number seven hundred seventy-two are: five dollars, ten dollars, twenty dollars, twenty-five dollars, thirty dollars, forty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, the "TPD" symbol corresponding to a prize value of five thousand five hundred dollars, ten thousand dollars, twenty thousand dollars and an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award." Numbers, prize values and play symbols appearing on any ticket in game rule number seven hundred seventy-two shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols. (C) Price of tickets. The price of a ticket issued by the commission in game rule number seven hundred seventy-two shall be twenty dollars. (D) Structure, nature and value of prize awards (1) There shall be two types of prizes in game rule seven hundred seventy-two, a "regular prize award" and a "TPD" prize award. (2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: twenty-five dollars, thirty dollars, forty dollars, fifty dollars, one hundred dollars, two hundred dollars, one thousand dollars, five thousand five hundred dollars, ten thousand dollars, twenty thousand dollars and an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award." Each ticket in game rule number seven hundred seventy-two shall be imprinted in such a way that prize awards from the set listed above may be won. (a) Holder of a valid winning ticket on which a "$$" symbol is revealed in one of the "Your Numbers" play spots for ten dollars doubled and on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for five dollars once shall win a regular prize award of twenty-five dollars; (b) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Moneybag" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Moneybag" symbols are revealed for five dollars once and ten dollars two times shall win a regular prize award of twenty-five dollars; (c) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Moneybag" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Moneybag" symbols are revealed for five dollars five times shall win a regular prize award of twenty-five dollars; (d) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Moneybag" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Moneybag" symbols are revealed for five dollars once and twenty dollars once shall win a regular prize award of twenty-five dollars; (e) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars once shall win a regular prize award of twenty-five dollars; (f) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Moneybag" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Moneybag" symbols are revealed for ten dollars three times shall win a regular prize award of thirty dollars; (g) Holder of a valid winning ticket on which a "$$" symbol is revealed in one of the "Your Numbers" play spots for fifteen dollars doubled shall win a regular prize award of thirty dollars; (h) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" or a "Moneybag" symbol is revealed in six of the "Your Numbers" play spots, or any combination of six matched numbers or "Moneybag" symbols are revealed for five dollars six times shall win a regular prize award of thirty dollars; (i) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Moneybag" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Moneybag" symbols are revealed for ten dollars once and twenty dollars once shall win a regular prize award of thirty dollars; (j) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" or a "Money Bag" symbol is revealed in one of the "Your Numbers" play spots for thirty dollars once shall win a regular prize award of thirty dollars; (k) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Moneybag" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Moneybag" symbols are revealed for ten dollars four times shall win a regular prize award of forty dollars; (l) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" or a "Moneybag" symbol is revealed in eight of the "Your Numbers" play spots, or any combination of eight matched numbers or "Moneybag" symbols are revealed for five dollars eight times shall win a regular prize award of forty dollars; (m) Holder of a valid winning ticket on which a "$$" symbol is revealed in one of the "Your Numbers" play spots for ten dollars doubled, and on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars once shall win a regular prize award of forty dollars; (n) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Moneybag" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Moneybag" symbols are revealed for twenty dollars two times shall win a regular prize award of forty dollars; (o) Holder of a valid winning ticket on which a "$$" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars doubled shall win a regular prize award of forty dollars; (p) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for forty dollars once shall win a regular prize award of forty dollars; (q) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" or a "Moneybag" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "Moneybag" symbols are revealed for ten dollars five times shall win a regular prize award of fifty dollars; (r) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Moneybag" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Moneybag" symbols are revealed for five dollars ten times shall win a regular prize award of fifty dollars; (s) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for five dollars times ten shall win a regular prize award of fifty dollars; (t) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Moneybag" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Moneybag" symbols are revealed for ten dollars three times and twenty dollars once shall win a regular prize award of fifty dollars; (u) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Moneybag" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Moneybag" symbols are revealed for twenty dollars two times and ten dollars once shall win a regular prize award of fifty dollars; (v) Holder of a valid winning ticket on which a "$$" symbol is revealed in one of the "Your Numbers" play spots for twenty-five dollars doubled shall win a regular prize award of fifty dollars; (w) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars once shall win a regular prize award of fifty dollars; (x) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for ten dollars times ten shall win a regular prize award of five hundred dollars; (y) Holder of a valid winning ticket on which a "MAX" symbol is revealed in one of the "Your Numbers" play spots for five dollars times twenty shall win a regular the prize award of one hundred dollars. (z) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Moneybag" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Moneybag" symbols are revealed for ten dollars ten times shall win a regular prize award of one hundred dollars; (aa) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" or a "Moneybag"symbol is revealed in twenty of the "Your Numbers" play spots, or any combination of twenty matched numbers or "Moneybag" symbols are revealed for five dollars twenty times shall win a regular prize award of one hundred dollars; (bb) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" or a "Moneybag" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "Moneybag" symbols are revealed for twenty-five dollars four times shall win a regular prize award of one hundred dollars; (cc) Holder of a valid winning ticket on which a "$$" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars doubled shall win a regular prize award of one hundred dollars; (dd) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by seven of "Your Numbers" or a "Moneybag" symbol is revealed in seven of the "Your Numbers" play spots, or any combination of seven matched numbers or "Moneybag" symbols are revealed for twenty dollars three times and ten dollars four times shall win a regular prize award of one hundred dollars; (ee) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once shall win a regular prize award of one hundred dollars; (ff) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" or a "Moneybag" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "Moneybag" symbols are revealed for fifty dollars three times and a "10X" symbol is revealed in one of the "Your Numbers" play spots for five dollars times ten shall win a regular prize award of two hundred dollars; (gg) Holder of a valid winning ticket on which a "$$" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars doubled shall win a regular prize award of two hundred dollars; (hh) Holder of a valid winning ticket on which a "MAX" symbol is revealed in one of the "Your Numbers" play spots for ten dollars times twenty shall win a regular prize award of two hundred dollars; (ii) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Moneybag"symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Moneybag" symbols are revealed for twenty dollars ten times shall win a regular prize award of two hundred dollars; (jj) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" or a "Moneybag" symbol is revealed in twenty of the "Your Numbers" play spots, or any combination of twenty matched numbers or "Moneybag" symbols are revealed for ten dollars twenty times shall win a regular prize award of two hundred dollars; (kk) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twelve of "Your Numbers" or a "Moneybag" symbol is revealed in twelve of the "Your Numbers" play spots, or any combination of twelve matched numbers or "Moneybag" symbols are revealed for ten dollars ten times and fifty dollars two times shall win a regular prize award of two hundred dollars; (ll) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars times ten shall win a regular prize award of two hundred dollars; (mm) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" or a "Moneybag" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "Moneybag" symbols are revealed for one hundred dollars two times shall win a regular prize award of two hundred dollars; (nn) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for two hundred dollars once shall win a regular prize award of two hundred dollars; (oo) Holder of a valid winning ticket on which a "MAX" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars times twenty shall win a regular prize award of one thousand dollars; (pp) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars times ten shall win a regular prize award of one thousand dollars; (qq) Holder of a valid winning ticket on which a "$$" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars doubled shall win a regular prize award of one thousand dollars; (rr) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" or a "Moneybag" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "Moneybag" symbols are revealed for one hundred dollars ten times shall win a regular prize award of one thousand dollars; (ss) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" or a "Moneybag" symbol is revealed in twenty of the "Your Numbers" play spots, or any combination of twenty matched numbers or "Moneybag" symbols are revealed for fifty dollars twenty times shall win a regular prize award of one thousand dollars; (tt) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars once shall win a regular prize award of one thousand dollars; (uu) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "TPD" prize symbol is revealed for five thousand five hundred dollars shall win a regular prize award of five thousand five hundred dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a prize of an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award;" (vv) Holder of a valid winning ticket on a "MAX" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars twenty times shall win a regular prize award of ten thousand dollars; (ww) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars times ten shall win a regular prize award of ten thousand dollars; (xx) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" or a "Moneybag" symbol is revealed in twenty of the "Your Numbers" play spots, or any combination of twenty matched numbers or "Moneybag" symbols are revealed for five hundred dollars twenty times shall win a regular prize award of ten thousand dollars; (yy) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for ten thousand dollars once shall win a regular prize award of ten thousand dollars; (zz) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Moneybag" symbol is revealed in one of the "Your Numbers" play spots for twenty thousand dollars once shall win a regular prize award of twenty thousand dollars; (aaa) Holder of a valid winning ticket on which a "MAX" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars times twenty shall win a regular prize award of twenty thousand dollars; and (bbb) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "Moneybag" symbol is revealed to win an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award." (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number seven hundred seventy-two will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur: (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; (2) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per five million tickets sold should be as follows: (a) Three tickets matching numbers for the "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award; (b) Ten tickets revealing the "MAX" symbol for one thousand dollars times twenty to win twenty thousand dollars; and (c) Ten tickets matching numbers or revealing a "Moneybag" symbol for twenty thousand dollars once to win twenty thousand dollars; (3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows: (a) One ticket matching numbers or revealing a "Moneybag" symbol for ten thousand dollars once to win ten thousand dollars; (b) One ticket matching numbers or revealing "Moneybag" symbols, or any combination thereof, for five hundred dollars twenty times to win ten thousand dollars; (c) One ticket revealing the "10X" symbol for one thousand dollars times ten to win ten thousand dollars; (d) One ticket revealing the "MAX" symbol for five hundred dollars times twenty to win ten thousand dollars; (e) One ticket revealing the "TPD" symbol to win five thousand five hundred dollars, and upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing for a chance to win a grand prize of an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award; (f) Ten tickets matching numbers or revealing a "Moneybag" symbol for one thousand dollars once to win one thousand dollars; (g) Ten tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for fifty dollars twenty times to win one thousand dollars; (h) Ten tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for one hundred dollars ten times to win one thousand dollars; (i) Twenty-five tickets revealing the "$$" symbol for five hundred dollars doubled to win one thousand dollars; (j) Twenty tickets revealing the "10X" symbol for one hundred dollars times ten to one thousand dollars; (k) Twenty-five tickets revealing the "MAX" symbol for fifty dollars times twenty to win one thousand dollars; (l) Two hundred tickets matching numbers or revealing a "Moneybag"symbol for two hundred dollars once to win two hundred dollars; (m) One hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for one hundred dollars two times to win two hundred dollars; (n) One hundred tickets revealing the "10X" symbol for twenty dollars times ten to win two hundred dollars; (o) One hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for ten dollars ten times and fifty dollars two times to win two hundred dollars; (p) One hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for ten dollars twenty times to win two hundred dollars; (q) One hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for twenty dollars ten times to win two hundred dollars; (r) One hundred tickets revealing the "MAX" symbol for ten dollars times twenty to win two hundred dollars; (s) One hundred tickets revealing the "$$" symbol for one hundred dollars doubled to win two hundred dollars; (t) One hundred tickets revealing the "10X" symbol for five dollars times ten and matching numbers for fifty dollars three times to win two hundred dollars; (u) Nine hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for one hundred dollars once to win one hundred dollars; (v) One thousand tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for ten dollars four times and twenty dollars three times to win one hundred dollars; (w) One thousand two hundred tickets revealing the "$$" symbol for fifty dollars doubled to win one hundred dollars; (x) Five hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for twenty-five dollars four times to win one hundred dollars; (y) Eight hundred tickets matching numbers or revealing "Moneybag"symbols, or any combination thereof, for five dollars twenty times to win one hundred dollars; (z) Five hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for ten dollars ten times to win one hundred dollars; (aa) One thousand two hundred tickets revealing the "MAX" symbol for five dollars times twenty to win one hundred dollars; (bb) One thousand two hundred tickets revealing the "10X" symbol for ten dollars times ten to win one hundred dollars; (cc) Eight hundred tickets matching numbers or revealing a "Moneybag" symbol for fifty dollars once to win fifty dollars; (dd) One thousand tickets revealing the "$$" symbol for twenty-five dollars doubled to win fifty dollars; (ee) One thousand tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for twenty dollars two times and ten dollars once to win fifty dollars; (ff) One thousand tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for ten dollars three times and twenty dollars once to win fifty dollars; (gg) One thousand dollars revealing the "10X" symbol for five dollars times ten to win fifty dollars; (hh) One thousand five hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for five dollars ten times to win fifty dollars; (ii) One thousand tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for ten dollars five times to win fifty dollars; (jj) Eight hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for forty dollars once to win forty dollars; (kk) Eight hundred tickets revealing the "$$" symbol for twenty dollars doubled to win forty dollars; (ll) Eight hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for twenty dollars two times to win forty dollars; (mm) One thousand tickets revealing the "$$" symbol for ten dollars doubled to win twenty dollars and matching numbers for twenty dollars once to win forty dollars; (nn) One thousand tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for five dollars eight times to win forty dollars; (oo) One thousand tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for ten dollars four times to win forty dollars; (pp) Five hundred tickets matching numbers or revealing a "Moneybag" symbol for thirty dollars once to win thirty dollars; (qq) Five hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for ten dollars once and twenty dollars once to win thirty dollars; (rr) Five hundred tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for five dollars six times to win thirty dollars; (ss) Five hundred tickets revealing a "$$" symbol for fifteen dollars doubled to win thirty dollars; (tt) One thousand tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for ten dollars three times to win thirty dollars; (uu) Four thousand tickets matching numbers or revealing a "Moneybag" symbol for twenty-five dollars once to win twenty-five dollars; (vv) Four thousand tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for twenty dollars once and five dollars once to win twenty-five dollars; (ww) Eight thousand tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for five dollars five times to win twenty-five dollars; (xx) Eight thousand tickets matching numbers or revealing "Moneybag" symbols, or any combination thereof, for ten dollars two times and five dollars once to win twenty-five dollars; and (yy) Sixteen thousand tickets revealing a "$$" symbol for ten dollars doubled and matching numbers for five dollars once to win twenty-five dollars. (F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won. (G) Frequency of prize drawings. (1) Random imprinting of prize awards on all tickets issued in game rule number seven hundred seventy-two shall be accomplished in a manner, which complies with the commission's rules and procedures. (2) When a ticket issued in game rule number seven hundred seventy-two is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number seven hundred seventy-two in which the ticket was sold. (3) The Top Prize Drawing to award one prize of an "Annuity Prize Award" of one hundred thousand dollars per year for twenty years before taxes or the "Elected Cash-Option Prize Award" of approximately one million dollars before taxes in lieu of the "Annuity Prize Award" shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier. (H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules. (I) Validity of Tickets. (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price. (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number seven hundred seventy-two void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price. (J) Director's conduct of game rule number seven hundred seventy-two. (1) The director shall conduct game rule number seven hundred seventy-two and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number seven hundred seventy-two. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability. (2) Names and definitions of elements of game rule seven hundred seventy-two used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number seven hundred seventy-two and these elements may be given names or titles chosen by the commission. Ohio Admin. Code 3770:1-9-772
