Section 3770:1-9-643 - Game rule number six hundred forty-three(A) Title and term. Ohio lottery commission game rule number six hundred forty-three, "Money for Life," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number six hundred forty-three. (B) General design. (1) Game rule number six hundred forty-three is a key number match game and is generally known as an "instant lottery." (2) Holders of valid tickets will remove the covering off the entire play area to reveal one "Winning Number," five "Your Numbers" and five corresponding prize values. If any one or more of "Your Numbers" matches the "Winning Number," the player wins the corresponding prize value(s) shown below the matching "Your Numbers." If the player matches the "Winning Number" to one of "Your Numbers" and reveals a "Life" symbol in the corresponding prize value, the player wins the "Life Prize Award" (which is five thousand dollars per year for life (before taxes) until a minimum of one hundred fifty thousand dollars (before taxes) is reached, or for the life span of the original prize winner, whichever is greater) or the "Elected Cash-Option Prize Award" of approximately seventy-five thousand dollars (before taxes) in lieu of the "Life Prize Award." The duration of the "Life Prize Award" shall be determined by the original prize winner's life span. If there is more than one prize winner of the "Life Prize Award," then all claimants shall only be entitled to the share cash-option prize award. Should the life span of the originally designated winner be less than thirty years, then the prize winner's beneficiary(ies) shall be entitled to continue receiving annual payments of five thousand dollars a year (before taxes) until one hundred fifty thousand dollars is reached. Should the "Life Prize Award" be claimed by any "person" other than an individual (specifically; a corporation, limited liability company, business trust, estate, trust, partnership or association, etc.) such claimant(s) shall only be entitled to the cash-option prize award. Any claimant under eighteen years of age shall only be entitled to the cash-option award. There are five chances to win on each ticket. (3) .The only "prize values" which shall appear on a ticket in game rule number six hundred forty-three are: one dollar, two dollars, four dollars, five dollars, ten dollars, twenty dollars, fifty dollars, one hundred dollars, and the "Life" symbol corresponding to a "Life Prize Award" as described in Section (B)(2) of this rule or the "Elected Cash-Option Prize Award" of approximately seventy-five thousand dollars (before taxes) in lieu of the "Life Prize Award." Numbers, prize values and play symbols appearing on any ticket in game rule number six hundred forty-three shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols. (C) Price of tickets. The price of a ticket issued by the commission in game rule number six hundred forty-three shall be one dollar. (D) Structure, nature and value of prize awards. (1) There shall be two types of prizes in game rule number six hundred forty-three, a "regular prize award" and a "Life Prize Award". (2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: one dollar, two dollars, four dollars, ten dollars, twenty dollars, fifty dollars, one hundred dollars, and a "Life Prize Award" as described in Section (B)(2) of this rule or the "Elected Cash-Option Prize Award" of approximately seventy-five thousand dollars (before taxes) in lieu of the "Life Prize Award." Each ticket in game rule number six hundred forty-three shall be imprinted in such a way that prize awards from the set listed above may be won. (a) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for one dollar one time shall win a regular prize award of one dollar; (b) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for two dollars one time shall win a regular prize award of two dollars; (c) Holder of a valid winning ticket on which the "Winning Number" is matched by two of "Your Numbers" for one dollar two times shall win a regular prize award of two dollars; (d) Holder of a valid winning ticket on which the "Winning Number" is matched by four of "Your Numbers" for one dollar four times shall win a regular prize award of four dollars; (e) Holder of a valid winning ticket on which the "Winning Number" is matched by two of "Your Numbers" for two dollars two times shall win a regular prize award of four dollars; (f) Holder of a valid winning ticket on which the "Winning Number" is matched by three of "Your Numbers" for one dollar two times and two dollars one time shall win a regular prize award of four dollars; (g) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for four dollars one time shall win a regular prize award of four dollars; (h) Holder of a valid winning ticket on which the "Winning Number" is matched by five of "Your Numbers" for two dollars five times shall win a regular prize award of ten dollars; (i) Holder of a valid winning ticket on which the "Winning Number" is matched by two of "Your Numbers" for five dollars two times shall win a regular prize award of ten dollars; (j) Holder of a valid winning ticket on which the "Winning Number" is matched by four of "Your Numbers" for one dollar one time, two dollars two times, and five dollars one time shall win a regular prize award of ten dollars; (k) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for ten dollars one time shall win a regular prize award of ten dollars; (l) Holder of a valid winning ticket on which the "Winning Number" is matched by four of "Your Numbers" for five dollars four times shall win a regular prize award of twenty dollars; (m) Holder of a valid winning ticket on which the "Winning Number" is matched by three of "Your Numbers" for five dollars two times and ten dollars one time shall win a regular prize award of twenty dollars; (n) Holder of a valid winning ticket on which the "Winning Number" is matched by five of "Your Numbers" for one dollar one time, two dollars two times, five dollars one time and ten dollars one time shall win a regular prize award of twenty dollars; (o) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for twenty dollars one time shall win a regular prize award of twenty dollars; (p) Holder of a valid winning ticket on which the "Winning Number" is matched by three of "Your Numbers" for twenty dollars two times and ten dollars one time shall win a regular prize award of fifty dollars; (q) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for fifty dollars one time shall win a regular prize award of fifty dollars; (r) Holder of a valid winning ticket on which the "Winning Number" is matched by five of "Your Numbers" for twenty dollars five times shall win a regular prize award of one hundred dollars; (s) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" for one hundred dollars one time shall win a regular prize award of one hundred dollars; and (t) Holder of a valid winning ticket on which the "Winning Number" is matched by one of "Your Numbers" to reveal a "Life" symbol shall win a "Life Prize Award" as described in Section (B)(2) of this rule or the "Elected Cash-Option Prize Award" of approximately seventy-five thousand dollars (before taxes) in lieu of the "Life Prize Award." (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number six hundred forty-three will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur: (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and (2) Mathematical reasoning indicates that the number of winning tickets per fifteen million tickets sold in the following prize categories should be as follows (a) Twelve tickets matching numbers for a "Life Prize Award" as described in Section (B)(2) of this rule or the "Elected Cash-Option Prize Award" of approximately seventy-five thousand dollars (before taxes) in lieu of the "Life Prize Award;" (b) Eight hundred tickets matching numbers for one hundred dollars one time to win one hundred dollars; and (c) Eight hundred tickets matching numbers for twenty dollars five times to win one hundred dollars. (3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows: (a) Eighty tickets matching numbers for fifty dollars one time to win fifty dollars; (b) Eighty tickets matching numbers for twenty dollars two times and ten dollars one time to win fifty dollars; (c) Two hundred fifty tickets matching numbers for twenty dollars one time to win twenty dollars; (d) Two hundred fifty tickets matching numbers for one dollar one time, two dollars two times, five dollars one time and ten dollars one time to win twenty dollars; (e) Two hundred fifty tickets matching numbers for five dollars two times and ten dollars one time to win twenty dollars; (f) Two hundred fifty tickets matching numbers for five dollars four times to win twenty dollars; (g) Two hundred fifty tickets matching numbers for ten dollars one time to win ten dollars; (h) Two hundred fifty tickets matching numbers for one dollar one time, two dollars two times and five dollars one time to win ten dollars; (i) Two hundred fifty tickets matching numbers for five dollars two times to win ten dollars; (j) Two hundred fifty tickets matching numbers for two dollars five times to win ten dollars; (k) Five hundred tickets matching numbers for four dollars one time to win four dollars; (l) Five hundred tickets matching numbers for one dollar two times and two dollars one time to win four dollars; (m) One thousand tickets matching numbers for two dollars two times to win four dollars; (n) One thousand tickets matching numbers for one dollar four times to win four dollars; (o) Ten thousand tickets matching numbers for one dollar two times to win two dollars; (p) Eight thousand tickets matching numbers for two dollars one time to win two dollars; and (q) Twenty thousand tickets matching numbers for one dollar one time to win one dollars. (F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won. (G) Frequency of prize drawings. (1) Random imprinting of prize awards on all tickets issued in game rule number six hundred forty-three shall be accomplished in a manner which complies with the commission's rules and procedures. (2) When a ticket issued in game rule number six hundred forty-three is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number six hundred forty-three in which the ticket was sold. (H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules. (I) Validity of tickets. (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price. (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number six hundred forty-three void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price. (J) Director's conduct of game rule number six hundred forty-three. (1) The director shall conduct game rule number six hundred forty-three and any promotions or drawings associated therewith in a manner consistent with the Lottery Act and the rules of the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number six hundred forty-three. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability. (2) Names and definitions of elements of game rule number six hundred forty-three used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number six hundred forty-three and these elements may be given names or titles chosen by the commission. Ohio Admin. Code 3770:1-9-643
