Section 3770:1-9-554 - Game rule number five hundred fifty-four(A) Title and term. Ohio lottery commission game rule number five hundred fifty-four, "Magnificent Millions," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number five hundred fifty-four. (B) General design. (1) Game rule number five hundred fifty-four is an instant lottery game within which is contained three separate games. There are seventeen chances to win on each ticket, and a player may win up to seventeen times on one ticket. To win a prize award, a player is required to scratch off the covering and do one or more of the following: (a) "Quick $25!" - The player reveals a play symbol which may include: "Coins," "Star," "Horseshoe," "Diamond," "Bell," "Wishbone," "Clover," "Piggy Bank," "Crown" and "Pineapple." If the player reveals a "Coins" symbol, the player wins twenty-five dollars automatically. (b) "Quick $50!" The player reveals a play symbol which may include: "Dollar," "Star," "Horseshoe," "Diamond," "Bell," "Wishbone," "Clover," "Piggy Bank," "Crown" and "Pineapple." If the player reveals a "Dollar" symbol, the player wins fifty dollars automatically. (c) "Key Number Match Game" - Holders of valid tickets will remove the covering off the entire play area to reveal six "Winning Numbers," fifteen "Your Numbers" and fifteen corresponding prize values. If any one or more of "Your Number(s)" matches one or more of the "Winning Number(s)," the player wins the corresponding prize value(s) shown below the matching "Your Number(s)." If the player reveals a "CASH" symbol in any of the "Your Numbers" play spots, the player wins the corresponding prize value shown automatically. If the player reveals a "10X" symbol in any of the "Your Numbers" play spots, the player wins ten times the corresponding prize value shown automatically. If the player matches any one of "Your Numbers" to one of the "Winning Numbers" or a "CASH" symbol is revealed in any of the "Your Numbers" play spots and the corresponding prize value revealed is a "TPD" symbol, the player wins two thousand dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing ("TPD") to win the grand prize of the "One Million Dollar Annuity Prize Award" payable in twenty annual payments of fifty thousand dollars per year (before taxes) or the elected cash-option prize award of approximately five hundred thousand dollars before taxes in lieu of the "One Millions Dollar Annuity Prize Award." (2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket: ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, two thousand dollars, ten thousand dollars, twenty thousand dollars and the "One Million Dollar Annuity Prize Award" payable in twenty annual payments of fifty thousand dollars per year (before taxes) or the elected cash-option prize award of approximately five hundred thousand dollars before taxes in lieu of the "One Million Dollar Annuity Prize Award." Each ticket in game rule number five hundred fifty-four shall be imprinted in such a way that prize awards from the set listed above may be won. (C) Price of tickets. The price of a ticket issued by the commission in game rule number five hundred fifty-four shall be ten dollars. (D) Structure, nature and value of prize awards. (1) There shall be two types of prizes in game rule number five hundred fifty-four, a "regular prize award" and a "TPD" prize award. (2) The only "prize values" which shall appear on a ticket in game rule number five hundred fifty-four are listed as follows: (a) "Quick $25!" - twenty-five dollars; (b) "Quick $50!" - fifty dollars; and (c) "Key Number Match Game" - five dollars, ten dollars, fifteen dollars, twenty dollars, twenty-five dollars, thirty dollars, fifty dollars, one hundred dollars, five hundred dollars, one thousand dollars, the "TPD" symbol corresponding to a prize value of two thousand dollars, ten thousand dollars, twenty thousand dollars and the "One Million Dollar Annuity Prize Award" payable in twenty annual payments of fifty thousand dollars per year (before taxes) or the elected cash-option prize award of approximately five hundred thousand dollars before taxes in lieu of the "One Million Dollar Annuity Prize Award." (3) Numbers, prize values and play symbols appearing on any ticket in game rule number five hundred fifty-four shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols. (a) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "CASH" symbol is revealed in one of the "Your Numbers" play spots for ten dollars once shall win a regular prize award of ten dollars; (b) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "CASH" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "CASH" symbols are revealed for five dollars two times shall win a regular prize award of ten dollars; (c) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers," or a "CASH" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "CASH" symbols are revealed for five dollars three times shall win a regular prize award of fifteen dollars; (d) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "CASH" symbol is revealed in one of the "Your Numbers" play spots for fifteen dollars once shall win a regular prize award of fifteen dollars; (e) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "CASH" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "CASH" symbols are revealed for five dollars once and ten dollars once shall win a regular prize award of fifteen dollars; (f) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers," or a "CASH" symbol is revealed in four of the "Your Numbers" play spots, or any combination of four matched numbers or "CASH" symbols are revealed for five dollars four times shall win a regular prize award of twenty dollars; (g) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "CASH" symbol is revealed in one of the "Your Numbers" play spots for twenty dollars once shall win a regular prize award of twenty dollars; (h) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "CASH" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "CASH" symbols are revealed for ten dollars two times shall win a regular prize award of twenty dollars; (i) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "CASH" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "CASH" symbols are revealed for five dollars once and fifteen dollars once shall win a regular prize award of twenty dollars; (j) Holder of a valid winning ticket on which a "Coins" symbol is revealed for twenty-five dollars in the "Quick $25!" game shall win a regular prize award of twenty-five dollars; (k) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers," or a "CASH" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "CASH" symbols are revealed for five dollars ten times shall win a regular prize award of fifty dollars; (l) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "CASH" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "CASH" symbols are revealed for twenty dollars once and thirty dollars once shall win a regular prize award of fifty dollars; (m) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for five dollars ten times shall win a regular prize award of fifty dollars; (n) Holder of a valid winning ticket on which a "Coins" symbol is revealed for twenty-five dollars in the "Quick $25!" game; and on which one or more of the "Winning Numbers" are matched by five of "Your Numbers," or a "CASH" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "CASH" symbols are revealed for five dollars five times shall win a regular prize award of fifty dollars; (o) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "CASH" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars once shall win a regular prize award of fifty dollars; (p) Holder of a valid winning ticket on which a "Dollar" symbol is revealed for fifty dollars in the "Quick $50!" game shall win a regular prize award of fifty dollars; (q) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers," or a "CASH" symbol is revealed in three of the "Your Numbers" play spots, or any combination of three matched numbers or "CASH" symbols are revealed for ten dollars once and twenty dollars two times shall win a regular prize award of fifty dollars; (r) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for ten dollars ten times shall win a regular prize award of one hundred dollars; (s) Holder of a valid winning ticket on which a "Coins" symbol is revealed for twenty-five dollars in the "Quick $25!" game; on which a "Dollar" symbol is revealed for fifty dollars in the "Quick $50!" game; and on which one or more of the "Winning Numbers" are matched by five of "Your Numbers," or a "CASH" symbol is revealed in five of the "Your Numbers" play spots, or any combination of five matched numbers or "CASH" symbols are revealed for five dollars five times shall win a regular prize award of one hundred dollars; (t) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "CASH" symbol is revealed in one of the "Your Numbers" play spots for one hundred dollars once shall win a regular prize award of one hundred dollars; (u) Holder of a valid winning ticket on which a "Coins" symbol is revealed for twenty-five dollars in the "Quick $25!" game; on which a "Dollar" symbol is revealed for fifty dollars in the "Quick $50!" game; and on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "CASH" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "CASH" symbols are revealed for ten dollars once and fifteen dollars once shall win a regular prize award of one hundred dollars; (v) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers," or a "CASH" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "CASH" symbols are revealed for ten dollars ten times shall win a regular prize award of one hundred dollars; (w) Holder of a valid winning ticket on which a "Coins" symbol is revealed for twenty-five dollars in the "Quick $25!" game; and on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers," or a "CASH" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "CASH" symbols are revealed for five dollars five times and ten dollars five times shall win a regular prize award of one hundred dollars; (x) Holder of a valid winning ticket on which a "Coins" symbol is revealed for twenty-five dollars in the "Quick $25!" game; on which a "Dollar" symbol is revealed for fifty dollars in the "Quick $50!" game; and on which one or more of the "Winning Numbers" are matched by all fifteen of "Your Numbers," or a "CASH" symbol is revealed in all fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "CASH" symbols are revealed for twenty-five dollars five times and thirty dollars ten times shall win a regular prize award of five hundred dollars; (y) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for fifty dollars ten times shall win a regular prize award of five hundred dollars; (z) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "CASH" symbol is revealed in one of the "Your Numbers" play spots for five hundred dollars once shall win a regular prize award of five hundred dollars; (aa) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "CASH" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars once shall win a regular prize award of one thousand dollars; (bb) Holder of a valid winning ticket on which a "Coins" symbol is revealed for twenty-five dollars in the "Quick $25!" game; on which a "Dollar" symbol is revealed for fifty dollars in the "Quick $50!" game; and on which one or more of the "Winning Numbers" are matched by thirteen of "Your Numbers," or a "CASH" symbol is revealed in thirteen of the "Your Numbers" play spots, or any combination of thirteen matched numbers or "CASH" symbols are revealed for twenty-five dollars once, fifty dollars six times and one hundred dollars six times shall win a regular prize award of one thousand dollars; (cc) Holder of a valid winning ticket on which a "Coins" symbol is revealed for twenty-five dollars in the "Quick $25!" game; on which a "Dollar" symbol is revealed for fifty dollars in the "Quick $50!" game; and on which one or more of the "Winning Numbers" are matched by all fifteen of "Your Numbers," or a "CASH" symbol is revealed in all fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "CASH" symbols are revealed for twenty-five dollars once, fifty dollars ten times and one hundred dollars four times shall win a regular prize award of one thousand dollars; (dd) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "CASH" symbol is revealed in one of the "Your Numbers" play spots and a "TPD" prize symbol is revealed for two thousand dollars shall win a regular prize award of two thousand dollars, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win the "One Million Dollar Annuity Prize Award" payable in twenty annual payments of fifty thousand dollars per year (before taxes) or the elected cash-option prize award of approximately five hundred thousand dollars before taxes in lieu of the "One Millions Dollars Annuity Prize Award;" (ee) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers," or a "CASH" symbol is revealed in ten of the "Your Numbers" play spots, or any combination of ten matched numbers or "CASH" symbols are revealed for one thousand dollars ten times shall win a regular prize award of ten thousand dollars; (ff) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by all fifteen of "Your Numbers," or a "CASH" symbol is revealed in all fifteen of the "Your Numbers" play spots, or any combination of fifteen matched numbers or "CASH" symbols are revealed for five hundred dollars ten times and one thousand dollars five times shall win a regular prize award of ten thousand dollars; (gg) Holder of a valid winning ticket on which a "10X" symbol is revealed in one of the "Your Numbers" play spots for one thousand dollars ten times shall win a regular prize award of ten thousand dollars; (hh) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "CASH" symbol is revealed in one of the "Your Numbers" play spots for ten thousand dollars once shall win a regular prize award of ten thousand dollars; (ii) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eleven of "Your Numbers," or a "CASH" symbol is revealed in eleven of the "Your Numbers" play spots, or any combination of eleven matched numbers or "CASH" symbols are revealed for one thousand dollars ten times and ten thousand dollars once shall win a regular prize award of twenty thousand dollars; (jj) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers," or a "CASH" symbol is revealed in two of the "Your Numbers" play spots, or any combination of two matched numbers or "CASH" symbols are revealed for ten thousand dollars two times shall win a regular prize award of twenty thousand dollars; (kk) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "CASH" symbol is revealed in one of the "Your Numbers" play spots for twenty thousand dollars once shall win a regular prize award of twenty thousand dollars; and (ll) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" or a "CASH" symbol is revealed in one of the "Your Numbers" play spots to win the "One Million Dollar Annuity Prize Award" payable in twenty annual payments of fifty thousand dollars per year (before taxes) or the elected cash-option prize award of approximately five hundred thousand dollars before taxes in lieu of the "One Million Dollar Annuity Prize Award." (E) Number of prize awards. The number of prize awards in any sales cycle of game rule number five hundred fifty-four will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur: (1) Combinations winning each prize award are randomly distributed throughout all tickets printed in any given ticket issuance; and (2) Mathematical reasoning indicates that the number of winning tickets per ten million tickets sold in the following prize categories should be as follows (a) Seven tickets winning the "One Million Dollar Annuity Prize Award" payable in twenty annual payments of fifty thousand dollars per year (before taxes) or the elected cash-option prize award of approximately five hundred thousand dollars before taxes in lieu of the "One Million Dollar Annuity Prize Award;" (b) Eight tickets winning twenty thousand dollars once to win twenty thousand dollars; (c) Eight tickets winning ten thousand dollars two times to win twenty thousand dollars; (d) Ten tickets winning one thousand dollars ten times and ten thousand dollars once to win twenty thousand dollars; (e) Thirty tickets winning ten thousand dollars once to win ten thousand dollars; (f) Forty tickets winning one thousand dollars ten times to win ten thousand dollars; (g) Fifty tickets winning five hundred dollars ten times and one thousand dollars five times to win ten thousand dollars; and (h) Fifty tickets winning one thousand dollars ten times to win ten thousand dollars. (3) Mathematical reasoning indicates that over a sufficiently large number of tickets sold, the average number of winning tickets per two hundred thousand tickets sold should be as follows: (a) One ticket winning two thousand dollars by winning and revealing the "TPD" prize symbol, and, upon the filing of a valid claim at an Ohio lottery commission office, automatic entry into the Top Prize Drawing to win the "One Million Dollar Annuity Prize Award" payable in twenty annual payments of fifty thousand dollars per year (before taxes) or the elected cash-option prize award of approximately five hundred thousand dollars before taxes in lieu of the "One Million Dollar Annuity Prize Award;" (b) Twenty-four tickets winning twenty-five dollars in the "Quick $25!" game; fifty dollars in the "Quick $50!" game; and twenty-five dollars once, fifty dollars ten times and one hundred dollars four times to win one thousand dollars; (c) Twenty-four tickets winning twenty-five dollars in the "Quick $25!" game; fifty dollars in the "Quick $50!" game; and twenty-five dollars once, fifty dollar six times and one hundred dollars six times to win one thousand dollars; (d) Twenty tickets winning one thousand dollars once to win one thousand dollars; (e) Seventy tickets winning five hundred dollars once to win five hundred dollars; (f) Seventy tickets winning fifty dollars ten times to win five hundred dollars; (g) Seventy tickets winning twenty-five dollars in the "Quick $25!" game; fifty dollars in the "Quick $50!" game; and twenty-five dollars five times and thirty dollars ten times to win five hundred dollars; (h) Four hundred tickets winning twenty-five dollars in the "Quick $25!" game; and five dollars five times and ten dollars five times to win one hundred dollars; (i) Two hundred ticket winning ten dollars ten times to win one hundred dollars; (j) Three hundred tickets winning twenty-five dollars in the "Quick $25!" game; fifty dollars in the "Quick $50!" game; and ten dollars once and fifteen dollars once to win one hundred dollars; (k) Three hundred tickets winning one hundred dollars once to win one hundred dollars; (l) Four hundred tickets winning twenty-five dollars in the "Quick $25!" game; fifty dollars in the "Quick $50!" game; and five dollars five times to win one hundred dollars; (m) Five hundred tickets winning ten dollars ten times to win one hundred dollars; (n) Two hundred tickets winning ten dollars once and twenty dollars two times to win fifty dollars; (o) Six hundred tickets winning fifty dollars in the "Quick $50!" game to win fifty dollars; (p) Two hundred tickets winning fifty dollars once to win fifty dollars; (q) Two hundred tickets winning twenty-five dollars in the "Quick $25!" game; and five dollars five times to win fifty dollars; (r) Four hundred tickets winning five dollars ten times to win fifty dollars; (s) Two hundred tickets winning twenty dollars once and thirty dollars once to win fifty dollars; (t) Two hundred tickets winning five dollars ten times to win fifty dollars; (u) Two thousand tickets winning twenty-five dollars in the "Quick $25!" game to win twenty-five dollars; (v) Four thousand tickets winning five dollars once and fifteen dollars once to win twenty dollars; (w) Four thousand tickets winning ten dollars two times to win twenty dollars; (x) Four thousand tickets winning twenty dollars once to win twenty dollars; (y) Eight thousand tickets winning five dollars four times to win twenty dollars; (z) Four thousand tickets winning five dollars once and ten dollars once to win fifteen dollars; (aa) Four thousand tickets winning fifteen dollars once to win fifteen dollars; (bb) Four thousand tickets winning five dollars three times to win fifteen dollars; (cc) Twelve thousand tickets winning five dollars two times to win ten dollars; and (dd) Eight thousand tickets winning ten dollars once to win ten dollars. (F) Tickets sold. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won. (G) Frequency of prize drawings. (1) Random imprinting of prize awards on all tickets issued in game rule number five hundred fifty-four shall be accomplished in a manner, which complies with the commission's rules and procedures. (2) When a ticket issued in game rule number five hundred fifty-four is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number five hundred fifty-four in which the ticket was sold. (3) The Top Prize Drawing to award one grand prize of the "One Million Dollar Annuity Prize Award" payable in twenty annual payments of fifty thousand dollars per year (before taxes) or the elected cash-option prize award of approximately five hundred thousand dollars before taxes in lieu of the "One Million Dollar Annuity Prize Award" shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing"Prize drawings" and rule 3770:1-6-01 of the Administrative Code governing"Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier. (H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules. (I) Validity of tickets. (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price. (2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number five hundred fifty-four void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price. (J) Director's conduct of game rule number five hundred fifty-four. (1) The director shall conduct game rule number five hundred fifty-four in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number five hundred fifty-four. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.
(2) Names and definitions of elements of game rule number five hundred fifty-four used in this rule are to be considered generic terms used solely for purposes of this rule.
