Section 3770:1-9-199 - Game rule number one hundred ninety-nine(A) Title and term. Ohio lottery commission game rule number one hundred ninety-nine, "100X The Money," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number one hundred ninety-nine.(B) General design. (1) Game rule number one hundred ninety-nine is a key number match game and is generally known as an "instant lottery."(2) Holders of valid tickets will remove the covering off the entire play area to reveal six "Winning Numbers" and twenty "Your Numbers." If any one or more of the "Winning Numbers" match any one or more of "Your Numbers" the player wins the corresponding prize below the matching number. If any one of the "Winning Numbers" match any one of "Your Numbers" and "Your Number" is "Red," the player wins double the corresponding prize shown below the matching number. If the player reveals a "5X" symbol in the "Your Numbers" play area, the player automatically wins five times the corresponding prize shown below. If the player reveals a "10X" symbol in the "Your Numbers" play area, the player automatically wins ten times the corresponding prize shown below. If the player reveals a "20X" symbol in the "Your Numbers" play area, the player automatically wins twenty times the corresponding prize shown below. If the player reveals a "50X" symbol in the "Your Numbers" play area, the player automatically wins fifty times the corresponding prize shown below. If the player reveals a "RED5X" symbol in the "Your Numbers" play area, the player automatically wins ten times the corresponding prize shown below. If the player reveals a "RED10X" symbol in the "Your Numbers" play area, the player automatically wins twenty times the corresponding prize shown below. If the player reveals a "RED20X" symbol in the "Your Numbers" play area, the player automatically wins forty times the corresponding prize shown below. If the player reveals a "RED50X" symbol in the "Your Numbers" play area, the player automatically wins one hundred times the corresponding prize shown below. If one of the "Winning Numbers" match one of "Your Numbers" and the corresponding prize value revealed is a "TPD" symbol, the player wins five thousand five hundred dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing (TPD) for a chance to win a two million dollar annuity as one hundred thousand dollars per year for twenty years (before taxes) or the Elected Ohio-Option Cash Prize Award of approximately one million dollars before taxes in lieu of the Annuity Prize Award. The Top Prize Drawing shall be conducted in accordance with Ohio lottery rules and procedures established and approved by the director. There are twenty chances to win on each ticket, and a player may win up to twenty times on one ticket.(3) The only "prize values" which shall appear on a ticket in game rule number one hundred ninety-nine are: five dollars, ten dollars, twenty dollars, twenty-five dollars, thirty dollars, forty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, five thousand five hundred dollars, ten thousand dollars, twenty thousand dollars, and a two million dollar annuity as one hundred thousand dollars per year for twenty years (before taxes) or the Elected Ohio-Option Cash Prize Award of approximately one million dollars before taxes in lieu of the Annuity Prize Award. Numbers, prize values and play symbols appearing on any ticket in game rule number one hundred ninety-nine shall be concealed by an opaque covering which may be scratched off by the holder of the ticket to reveal the underlying numbers, prize values and play symbols.(C) Price of tickets. The price of a ticket issued by the commission in game rule number one hundred ninety-nine shall be twenty dollars.(D) Structure, nature and value of prize awards. (1) There shall be two types of prizes in game rule number one hundred ninety-nine, a "regular prize award" and a "TPD" prize award.(2) As used in this rule, "prize award" shall mean one of the following monetary figures which is the total of all winning prize values appearing on the ticket or the total of all winning prize values: twenty-five dollars, thirty dollars, forty dollars, fifty dollars, one hundred dollars, two hundred dollars, five hundred dollars, one thousand dollars, five thousand five hundred dollars, ten thousand dollars, twenty thousand dollars, and a two million dollar annuity as one hundred thousand dollars per year for twenty years (before taxes) or the Elected Ohio-Option Cash Prize Award of approximately one million dollars before taxes in lieu of the Annuity Prize Award. Each ticket in game rule number one hundred ninety-nine shall be imprinted in such a way that prize awards from the set listed above may be won. (a) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" with a "Red" matching number for ten dollars doubled and for five dollars once shall win a regular prize award of twenty-five dollars;(b) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for ten dollars two times and five dollars once shall win a regular prize award of twenty-five dollars;(c) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for five dollars five times shall win a regular prize award of twenty-five dollars;(d) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" with a "Red" matching number for five dollars doubled and for five dollars three times shall win a regular prize award of twenty-five dollars;(e) Holder of a valid winning ticket on which a "5X" symbol is revealed for five dollars times five shall win a regular prize award of twenty-five dollars;(f) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for twenty dollars once and five dollars once shall win a regular prize award of twenty-five dollars;(g) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for twenty-five dollars once shall win a regular prize award of twenty-five dollars;(h) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for ten dollars three times shall win a regular prize award of thirty dollars;(i) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" with three "Red" matching numbers for five dollars doubled shall win a regular prize award of thirty dollars;(j) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by six of "Your Numbers" for five dollars six times shall win a regular prize award of thirty dollars;(k) Holder of a valid winning ticket on which a "5X" symbol is revealed for five dollars times five and on which one of the "Winning Numbers" is matched by one of "Your Numbers" for five dollars once shall win a regular prize award of thirty dollars;(l) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" with a "Red" matching number for five dollars doubled and for ten dollars two times shall win a regular prize award of thirty dollars;(m) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for ten dollars once and twenty dollars once shall win a regular prize award of thirty dollars;(n) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for thirty dollars once shall win a regular prize award of thirty dollars;(o) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for ten dollars four times shall win a regular prize award of forty dollars;(p) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by eight of "Your Numbers" for five dollars eight times shall win a regular prize award of forty dollars;(q) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" with a "Red" matching number for ten dollars doubled and for twenty dollars once shall win a regular prize award of forty dollars;(r) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" with four "Red" matching numbers for five dollars doubled shall win a regular prize award of forty dollars;(s) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" for twenty dollars two times shall win a regular prize award of forty dollars;(t) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by one of "Your Numbers" with a "Red" matching number for twenty dollars doubled shall win a regular prize award of forty dollars;(u) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by two of "Your Numbers" with two "Red" matching numbers for ten dollars doubled shall win a regular prize award of forty dollars;(v) Holder of a valid winning ticket on which a "5X" symbol is revealed for five dollars times five and on which one or more of the "Winning Numbers" are matched by two of "Your Number" with a "Red" matching number for five dollars doubled and for five dollars once shall win a regular prize award of forty dollars;(w) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for forty dollars once shall win a regular prize award of forty dollars;(x) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by five of "Your Numbers" for ten dollars five times shall win a regular prize award of fifty dollars;(y) Holder of a valid winning ticket on which a "5X" symbol is revealed for ten dollars times five shall win a regular prize award of fifty dollars;(z) Holder of a valid winning ticket on which a "RED5X" symbol is revealed for five dollars times ten shall win a regular prize award of fifty dollars;(aa) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for five dollars ten times shall win a regular prize award of fifty dollars;(bb) Holder of a valid winning ticket on which a "10X" symbol is revealed for five dollars times ten shall win a regular prize award of fifty dollars;(cc) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by four of "Your Numbers" for ten dollars three times and twenty dollars once shall win a regular prize award of fifty dollars;(dd) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by three of "Your Numbers" for twenty dollars two times and ten dollars once shall win a regular winning ticket on which a "20X" symbol is revealed for five dollars times twenty shall win a regular prize award of one hundred dollars;(ll) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by twenty of "Your Numbers" for five dollars twenty times shall win a regular prize award of one hundred dollars;(mm) Holder of a valid winning ticket on which a "RED5X" symbol is revealed for ten dollars times ten shall win a regular prize award of one hundred dollars;(nn) Holder of a valid winning ticket on which a "10X" symbol is revealed for ten dollars times ten shall win a regular prize award of one hundred dollars;(oo) Holder of a valid winning ticket on which one or more of the "Winning Numbers" are matched by ten of "Your Numbers" for ten dollars ten times shall win a regular prize award of one hundred dollars;(pp) Holder of a valid winning ticket on which a "5X" symbol is revealed for twenty dollars times five shall win a regular or more of the "Winning Numbers" are matched by fifteen of "Your Numbers" with ten "Red" matching numbers for twenty-five dollars doubled and for one hundred dollars five times shall win a regular prize award of one thousand dollars;(iiii) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" for one thousand dollars once shall win a regular prize award of one thousand dollars;(jjjj) Holder of a valid winning ticket on which one of the "Winning Numbers" is matched by one of "Your Numbers" and a "TPD" symbol is revealed to win five thousand five hundred dollars automatically, and, upon the filing of a valid claim at an Ohio lottery commission office, shall also automatically be entered in the Top Prize Drawing for a chance to win a two million dollar annuity as one hundred thousand dollars per year for twenty years (before taxes) or the Elected Ohio-Option Cash Prize Award of approximately one million dollars before taxes The number of prize awards in any sales cycle of game rule number one hundred ninety-nine will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Chances of winning and the number of winning tickets are established at the time of printing and will change as prizes are won.(G) Frequency of prize drawings. (1) Random imprinting of prize awards on all tickets issued in game rule number one hundred ninety-nine shall be accomplished in a manner, which complies with the commission's rules and procedures.(2) When a ticket issued in game rule number one hundred ninety-nine is sold or deemed sold in accordance with this rule and the covering material over any of the numbers, prize values and play symbols has been removed, the holder shall be deemed to have drawn the numbers, prize values and play symbols on that ticket which determine whether the holder is entitled to a regular prize award. All regular prize awards shall be deemed announced no later than the last day of the sales cycle of game rule number one hundred ninety-nine in which the ticket was sold.(3) The Top Prize Drawing to award one top prize of two million dollars shall take place in accordance with rules and procedures established and approved by the director, and specifically, rule 3770:1-6-05 of the Administrative Code governing "Prize drawings" and rule 3770:1-6-06 of the Administrative Code governing "Special lottery drawings." Such drawings shall be held on dates determined and announced by the director, however, the earliest Top Prize Drawing date shall be one hundred eighty-one days from the game close date or when all tickets winning a prize value corresponding with a "TPD" symbol have been claimed, whichever is earlier.(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules. Prize awards shall be claimed within the time limits set forth by commission rules.(I) Validity of tickets. (1) A mechanical error in printing prize awards, symbols, words or other numbers on a ticket shall not automatically invalidate that ticket. To the extent feasible, the director shall establish procedures by which the holder of any ticket on which information is incorrectly printed due to mechanical malfunction may be advised of correct information for the ticket. If it is not technically feasible to recover the information from a mechanically misprinted ticket, the director may declare the ticket void and the holder shall be entitled to a return of the ticket price or a replacement ticket of comparable price.(2) In addition to, but not in limitation of, all other power and authority conferred on the director by the commission's rules, the director may declare a ticket in game rule number one hundred ninety-nine void if it is stolen, unissued, deactivated, not sold or deemed not sold in accordance with commission rules; if it is illegible, mutilated, altered, counterfeit, misregistered, reconstituted, miscut, defective, printed or produced in error or incomplete; or if the ticket fails any of the validation tests or procedures established by the director. The commission's liability and responsibility for a ticket declared void, if any, is limited to refund of the retail sales price of the ticket or issuance of a replacement ticket of comparable price.(J) Director's conduct of game rule number one hundred ninety-nine. (1) The director shall conduct game rule number one hundred ninety-nine and any drawings or promotions associated therewith in a manner consistent with the Lottery Act and the rules of the commission including, without limitation, this rule and the regulations of the director. As deemed necessary or advisable, the director shall adopt management regulations, orders or directives to implement and operate this lottery game and any drawings or promotions associated therewith. The director shall inform the public of the provisions of this rule and the procedures established pursuant hereto which affect the play of game rule number one hundred ninety-nine. The director reserves the right to declare any instant game as unavailable for sale at any time to maintain game integrity and accountability.(2) Names and definitions of elements of game rule number one hundred ninety-nine used in this rule are to be considered generic terms used solely for purposes of this rule. In actual operation, game rule number one hundred ninety-nine and these elements may be given names or titles chosen by the commission.Ohio Admin. Code 3770:1-9-199
