Section 3769-4-22 - Officials, stewards(A) Stewards shall be responsible to the commission and may be penalized under the provisions of rule 3769-4-99 of the Administrative Code at any time for failure to perform their duties to the satisfaction of the commission. (B) The stewards, of which there shall always be three in number, or a majority of them shall determine all questions with reference to racing arising during the meeting and all questions with reference to licensing, entries, or other matters arising before the meeting has begun to the extent to which they are authorized to act under the rules of racing, and in such questions their orders shall supersede the orders of the other officials of the permit holders.
