Section 3354:2-10-09 - Public use of college grounds for expressive activities
(A) The college recognizes and promotes the constitutional freedoms guaranteed by the United States and Ohio Constitutions, including freedom of speech, press and assembly. All persons, whether or not they are affiliated with the college may conduct expressive activities on College grounds (defined as publicly accessible outdoor areas exclusive of athletic fields, parking lots and driveways). Expressive activities may be subject to reasonable regulation by the College with regard to time, place and manner of the activities in order for the College to maintain an appropriate and safe educational and work environment for all persons present on college property (including but not limited to students, employees, and visitors); ensure the effective operation of college business and other activities; and preserve and protect college property.
(B) College employees will not consider the content of expressive activities when enforcing this policy or the related procedure, BT10-09A.
(C) Expressive activities carried out under this Policy shall not be considered to be speech made by, on behalf of or endorsed by the college.
(D) This policy does not apply to use of college facilities and grounds for official events sponsored by the college.
(E) No policy can address every possible activity or situation that may occur on College property, and the College reserves the right to address such situations as circumstances warrant.
(F) This policy supersedes any provisions in any other earlier-adopted college policies that address similar or overlapping issues, such as use of outdoor spaces.
(G) Any person, group or recognized student organization who believes unlawful, unreasonable or arbitrary limitations have been imposed on any of their speech or other expressive activities under this policy may file a complaint with the chief of staff and senior vice president for institutional development and effectiveness.
