This title, the rules and regulations adopted by the state department of health, and North Dakota Century Code chapter 43-35 are applicable to all openings in the earth's surface wherein ground water is sought whether such opening is made for the purpose of extracting ground water, discovering or observing ground water, or monitoring the level, quantity, or quality of ground water.
