The board issues a person a water conditioning installer's certificate and license upon and with the understanding that the holder thereof shall not engage in the business of installing water conditioners unless at all times a registered and licensed water conditioning contractor, who is responsible for the proper installation of the water conditioners, is in charge of such work.
