Section 02C .0101 - GENERAL PROVISIONS(a) Authorization. The North Carolina Environmental Management Commission is required pursuant to G.S. 87-87 in the North Carolina Well Construction Act to adopt rules governing the location, construction, repair, and abandonment of wells, the operation of water wells or well systems with a designed capacity of 100,000 gallons per day or greater, and the installation and repair of pumps and pumping equipment.(b) Purpose. Consistent with the duty to safeguard the public welfare, safety, health, and to protect and beneficially develop the groundwater resources of the State, it is declared to be the policy of this State to require that the location, construction, repair, and abandonment of wells, and the installation of pumps and pumping equipment conform to such reasonable standards and requirements as may be necessary to protect the public welfare, safety, health, and ground water resources.15A N.C.
