Section 41H .0404 - FINAL CERTIFICATION(a) The register of deeds shall, by his signature, certify that he has reviewed the evidence submitted to establish the facts of birth and that the abstract of the evidence appearing on the delayed certificate of birth accurately reflects the nature and content of the document. He shall enter the date of his signature.(b) The State Registrar has final authority to determine acceptability of evidence. Upon receipt and approval, the State Registrar or his designated representative, shall, by his signature, certify that no prior birth certificate is on file for the person whose birth is to be recorded.
