Disputes between a regional corporation and a track with respect to the purposes or objectives set forth in section 518 of the Racing, Pari-Mutuel Wagering and Breeding Law shall be submitted in writing to the commission for determination. The commission may make its determination based on the submissions or may hold a hearing on the matter. The commission' s determination shall be final. Failure to comply with the commission's determination by any party shall subject the person or persons responsible therefor to disciplinary action.
