The applicant:
(a) must have been in existence either as a corporation or as an unincorporated organized group performing significant neighborhood preservation activities for at least one year prior to entering into a contract with the commissioner;(b) shall have demonstrated by its immediate past and current housing activities that it has been primarily engaged in, and has the ability to continue to engage in, neighborhood preservation activities within the neighborhood; and(c) possesses or has the ability to acquire or gain access to the requisite staff, office facilities, equipment and expertise to enable it to perform the proposed activities.
