Any provision of this Code may be amended or revoked at any time in accordance with the procedure set forth in chapter 888 of the Laws of New York for the year 1985, or as otherwise provided by the State Administrative Procedure Act. However, where a law requires a different rule than set forth in any provision of this Code, which may be implemented in the absence of regulation, DHCR shall follow such law notwithstanding that such conflicting code provision has not yet been amended or revoked.
