Where a provision of these regulations are amended or an applicable statute is enacted or amended during the pendency of a protest or a proceeding remitted by a court after judicial review, the determination shall be in accordance with the statute or regulation as it existed at the time the rent administrator's order was issued, unless the relevant law or regulation states otherwise.
