For convenience in making change, an appropriate amount may be withdrawn from the administration fund. The amount of cash in this fund shall at all times be constant for the total amount established. Where more than one person is authorized to accept monies, each shall be assigned a fund for his or her sole use. Funds so established shall be used for change purposes only and no expenditures shall be made therefrom.
