Procedures to be employed by local agencies in connection with the application for State aid, acquisition of property, design and construction of the project, letting of contracts, financing, insurance, operation of the project, etc., are set forth in the Division of Housing manuals of procedure or bulletins[FN*], as amended from time to time, which should be consulted for guidance.
