Section 1631-2.1 - General
(a) Accidents are costly in terms of money, material and manpower. Their elimination or reduction should be a paramount objective for every authority.
(b) Safety (accident prevention) is largely a matter of eliminating hazardous conditions, anticipating the creation of dangerous situations, and fostering and promoting an awareness of conditions conducive to the creation of accidents.
(c) Accident prevention is the responsibility of administrative and supervisory employees. It is they who must wage a continuing campaign for safety in all project activities.
