No holder of an IAP permit shall purchase or keep upon his premises any alcohol, except in the original containers as received from the distributor, in such size as specified in said permit provided however, that the State Liquor Authority may grant to the holder of an IAP permit, permission to purchase alcohol in original containers of a size other than that specified in said permit, upon proper proof being submitted showing the necessity for the purchase of alcohol in such containers.
