(a) In order to promote a safe, secure and healthy environment, there shall be a limit on the total number of residents confined at any given time within each secure facility operated by the Office of Children and Family Services (OCFS).(b) Consistent with the requirements of this Part, OCFS shall develop written policies and procedures that govern maximum facility capacity at each secure facility. These policies and procedures shall be reviewed annually and updated as needed.N.Y. Comp. Codes R. & Regs. Tit. 9 § 7442.1
