WHEREAS, Executive Order No. 20, issued by Governor George Pataki on November 30, 1995, provided for the establishment of the position of State Director of Regulatory Reform;
WHEREAS, the Governor's Office of Regulatory Reform has been discontinued by Chapter 60 of the Laws of 2011; and
WHEREAS, the Chairs of the Spending and Government Efficiency ("SAGE") Commission, established pursuant to Executive Order No. 4, issued on January 5, 2011, in furtherance of the goal of reducing New York State government by 20 percent, have reviewed and recommended that Executive Order No. 20, issued November 30, 1995 (Establishing the Position of State Director of Regulatory Reform) be discontinued;
NOW, THEREFORE, I, Andrew M. Cuomo, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and laws of the State of New York, do hereby order that upon due consideration, deliberation and review, Executive Order No. 20, issued November 30, 1995 (Establishing the Position of State Director of Regulatory Reform) is hereby repealed, cancelled and revoked in its entirety.
Any references to the Governor's Office of Regulatory Reform in any Executive Order or administrative document shall be deemed to refer to the Regulatory Review Unit of the Division of the Budget.
The process for agency submission, and Executive Chamber review, of new and amended regulations will be determined by the Director of State Operations, and guidelines regarding such process will be issued by the Director of State Operations to state agencies.
