WHEREAS, beginning on March 4, 1999 and continuing, severe snowstorms with high winds came through New York State and disrupted vital public transportation and public safety systems within Broome, Cayuga, Chenango, Cortland, Jefferson, Lewis, Livingston, Madison, Monroe, Oneida, Onondaga, Oswego, St. Lawrence, Schuyler, Seneca, Wayne and Wyoming Counties and contiguous areas; and
WHEREAS, this event resulted in personal hardship and it continues to pose a threat to the public health and safety;
NOW, THEREFORE, I, GEORGE E. PATAKI, Governor of the State of New York, do hereby find that a disaster has occurred for which the affected local governments are unable to respond adequately. Therefore, pursuant to the authority vested in me by the Constitution and the Laws of the State of New York including section 28 of Article 2-B of the Executive Law, I hereby declare a State Disaster Emergency, effective March 4, 1999, within the territorial boundaries of Broome, Cayuga, Chenango, Cortland, Jefferson, Lewis, Livingston, Madison, Monroe, Oneida, Onondaga, Oswego, St. Lawrence, Schuyler, Seneca, Wayne and Wyoming Counties and contiguous areas;
FURTHER, pursuant to Section 29 of Article 2-B of the Executive Law, I direct implementation of the State Disaster Preparadness Plan and authorize, effective March 4, 1999, the State Emergency Management Office, the State Department of Transportation, and other State agencies as necessary, to take appropriate actions to protect State property and to assist those affected counties and individuals in responding to and recovering from this disaster, and to provide such other assistance as necessary to protect the public health and safety.
FURTHER, I have designated Edward F. Jacoby, Jr., Director of the State Emergency Management Office (SEMO) as the State Coordinating Officer for this event.

Executive Order No. 92 dated March 4, 1999, is superseded by this Executive Order.
