Section 5.52 - Executive order no. 52: establishing the forest resources development council

WHEREAS, New York State recognizes the importance of the forest products industry and values its contributions and economic potential to the State;

WHEREAS, the forest products industry encompasses a spectrum of businesses and industries that are interdependent and rely on available, growing, and renewable forest resources and thus the overall well being of this industry is dependent on the health of each of its parts; and

WHEREAS, the Department of Economic Development has requested that the Forest Industry prepare a Blueprint for Growing the Forest Products Industry in New York State;

NOW, THEREFORE, I, GEORGE E. PATAKI, Governor of the State of New York, by virtue of the authority vested in me by the Constitution and Laws of the State of New York, do hereby establish the New York State Forest Resources Development Council.

I. Membership

The New York State Forest Resources Development Council shall include the Commissioners of Economic Development and Environmental Conservation or their designees and up to twenty members representing the interests of the forest products industry or interested in the forest resources of New York State. The Council shall be chaired by a private sector member of industry selected by the Governor. The Council will seek the Governor's approval to appoint new members and/or to accept resignations of current members. the members of the Council shall receive no compensation but shall be entitled to reimbursement for any necessary expenses incurred in connection with the performance of their duties.

II. Duties and Responsibilities of the Council
1. The Council shall advise the Governor and the executive agencies on (a) ways to foster the growth and retention of forest products businesses in the State and (b) on actions to improve the environmental and economic contributions of the State's largest natural resource, its forests.
2. The Council shall work with the executive agencies to respond to the recommendations in the Blueprint for Growing the Forest Products Industry in New York State.
3. On or about December 1, 1997, and every two years thereafter, the Council shall submit a report and/or a revised Blueprint for Growing the Forest Products Industry in New York State to the Governor and executive agencies.
III. Assistance and Cooperation

The New York State Department of Economic Development and the New York State Department of Environmental Conservation shall provide staff and support to the Council. All other departments, divisions and units of State government, are directed to cooperate with the Council and to provide such assistance as it may require to fulfill its purpose. Such assistance may include, but is not limited to, assignment of agency staff and the provisions of such statistical and program data as the Council may require.
