Section 5.100 - Executive order no. 100: establishing the governor's seventh regiment armory advisory council

WHEREAS, it is the policy of the State of New York to preserve and protect buildings of great historical significance to New York's citizens; and

WHEREAS, the Seventh Regiment Armory was built between 1877-1880 and was decorated by the prominent firms of the day, including Louis Comfort Tiffany, Herter Bros., Stanford White, L. Marcotte Co., and Kimbel & Camus. The armory was designated a national landmark in 1986, and a New York City landmark in 1994, and has been called the "single most important collection of nineteenth century interiors to survive intact in one building;" and

WHEREAS, the armory also has profound historical, military significance. The armory was home to the Seventh Regiment which was formed in 1847 from a number of volunteer militia units originally organized in 1806. The Seventh Regiment has a proud history of service to state and nation, both on the battlefield and in the community. The Regiment quelled numerous riots, fought fires, and served with distinction in the War of 1812, the Civil War, and both World Wars; and

WHEREAS, the armory occupies an entire city block and remains a focal point of the surrounding neighborhoods, and serves as host to a multitude of cultural events, art and antique shows, and other community events; and

WHEREAS, the armory is showing the effects of a century of use, and without swift action this architectural and cultural jewel could be irretrievably damaged;

NOW, THEREFORE, I, GEORGE E. PATAKI, Governor of the State of New York, by virtue of the Authority vested in me by the Constitution and the Laws of the State of New York, do hereby establish the Seventh Regiment Armory Advisory Council. The Advisory Council shall be chaired by the Chairman of the Empire State Development Corporation and shall consist of representatives from the Governor's Office, the NYS Division of Military and Naval Affairs, the NYS Office of Parks Recreation and Historic Preservation, the NYS Division of the Budget, the NYS Office of General Services, the Mayor's Office of the City of New York, the Seventh Regiment Fund, the Veterans of the Seventh Regiment, the East 66th and 67th Street Block Association, the New York State Council on the Arts, and up to seven additional members to be appointed by the Governor.

Members of the Advisory Council shall receive no compensation but shall be entitled to reimbursement for any necessary expenses incurred in connection with the performance of their duties.

The members of the Advisory Council will serve as advisors to the Governor as the Administration explores options for rehabilitating this historically significant structure. Specifically, the group will:

(1) work with the designated consultant to draft a plan to solicit proposals for the redevelopment and historic preservation of the armory structure;
(2) consult with relevant communities to gauge the impact of development options on traffic, noise level, and aesthetics;
(3) review options for re-use of the structure that are compatible with the needs of the State, City and community, and
(4) submit recommendations for the housing, care, and preservation of the historical artifacts, paintings and documents that are resident at the armory.

The Advisory Council shall exist for a period of five years from the date of its formation.

The Advisory Council is hereby authorized to call upon any agency, department, office, division or public authority of this State to supply it with data, information, personnel and assistance it deems necessary to discharge its duties under this Order. Each agency, department, office, division or public authority of this state is hereby required, to the extent not inconsistent with law, to cooperate with the Advisory Council and to furnish it with such data, information, personnel and assistance as are necessary to accomplish the purposes of this Order.
