N.Y. Comp. Codes R. & Regs. tit. 9 § 4.38
WHEREAS, on March 29 and 30, 1984, a severe storm with accompanying snow, sleet, freezing rain, and gale force winds caused coastal and inland flooding in Suffolk, Nassau, and Rockland Counties and in New York City which resulted in death, injury, and personal hardship, as well as extensive damage to commercial and residential properties, interruption of essential services, erosion and destruction of flood protection structures, as well as disruption of vital transportation systems;
NOW, THEREFORE, I, Mario M. Cuomo, Governor of the State of New York, do hereby find that a disaster has occurred for which the affected local governments are unable to respond adequately, and therefore, I hereby declare, pursuant to the authority vested in me by the Constitution, the laws of the State of New York and section 28 of article 2-B of the Executive Law, a disaster emergency, effective March 29, 1984, within the affected areas of Suffolk, Nassau, and Rockland Counties, New York City, and contiguous areas.
FURTHER, pursuant to section 29 of article 2-B of the New York State Executive Law, I direct the implementation of the State Disaster Preparedness Plan and authorize, effective March 29, 1984, all appropriate State agencies to take such action as necessary to assist the affected areas in repairing, restoring and protecting residential and public facilities and to provide necessary emergency assistance in order to protect the public health and safety.
